The Demographic and Legislative Reality in Egypt The Egyptian state currently hosts the largest number of refugees in its history, recording approximately 9 million migrants and refugees from 133 nationalities. Among them, over one million are officially registered with the UNHCR, the vast majority being Sudanese and Syrians, with women and children at the forefront. We must recognize that behind every number is a human being who lost their home and is building their life from scratch. In this context, we consider the issuance of Asylum Law No. 164 of 2024 and its 2026 executive regulations a structural legislative step; however, the true metric is always its practical application on the ground.

Our Demands to Ensure the Enforcement of Protection and Justice To guarantee the effectiveness of the new legal framework, we lay out clear and decisive demands to state institutions:

• Protection from Non-Refoulement: A categorical commitment not to return any individual to a place that threatens their life or freedom.
• Accelerating Procedures: Reducing bureaucracy and streamlining registration and residency processes.
• Basic Rights: Guaranteeing economic and social rights, primarily work, education, and healthcare.
• Justice and Transparency: Establishing clear standards for processing applications to ensure every eligible person receives their legal status fairly.
